Overview

Programme Overview

The Malta Permanent Residence Programme (MPRP), governed under the statutory authority of the Immigration Act and administered strictly by the Residency Malta Agency (RMA), stands as Europe's premier tier-one residency framework. As a stable, English-speaking Schengen nation with deeply entrenched democratic institutions and a booming Eurozone economy, Malta offers global investors an exceptionally reliable legal environment. The MPRP is fundamentally structured around a capital-efficient mixed contribution model — providing immediate visa-free travel through Europe, robust family wealth protection, and an indefinite, lifelong permanent residence certificate that can be passed down securely to subsequent generations, all executed completely passively without demanding any physical residency obligations.

Benefits

Key Advantages

True Indefinite Permanent Status
Unlike standard European residency visas requiring constant renewals and re-investment checkpoints, Malta grants an absolute Certificate of Permanent Residence that is valid for life and never requires re-investment to maintain.
Four Generations Covered
Malta hosts the most accommodating family consolidation framework in Europe — include a spouse, children of any age (unmarried and principally dependent), and parents and grandparents from both family lines under a single application.
Seamless Entry Prior to Biometrics
The initial entry permit is granted to the family prior to traveling for biometrics, eliminating travel friction and allowing you to enter the European Union with absolute legal peace of mind.
Zero Physical Presence Mandates
There are completely zero physical stay or residency requirements; you are only required to visit Malta for a single day to record biometrics.
Unrestricted Schengen Mobility
Enjoy open, visa-free access across all 29 European nations within the Schengen Area for up to 90 days out of every 180-day cycle.

Step 1
Government Administrative Fee
EUR 60,000
An initial non-refundable deposit of EUR 15,000 settled upon formal application submission, with the remaining EUR 45,000 balance paid post-approval. Covers exhaustive multi-tier due diligence and administrative processing.
Step 2
Government Contribution
EUR 37,000
A flat contribution payable after your application receives official state approval. Reduced to EUR 28,000 if you opt for the property purchase pathway instead of rental.
Step 3
NGO Philanthropic Donation
EUR 2,000
A mandatory direct donation to a registered, government-approved non-governmental organisation in Malta specializing in philanthropic, cultural, sport, or animal welfare initiatives.
Step 4 — Rental Option
Qualifying Property Lease
EUR 14,000/year
Enter into a qualifying residential lease anywhere in Malta or Gozo with a minimum annual rent of EUR 14,000. Must be maintained for a minimum of 5 years. The most capital-efficient pathway for those not seeking property ownership.
Hold: 5 years minimum
Step 4 — Purchase Option
Property Acquisition
EUR 375,000
Acquire a freehold residential property title anywhere in Malta or Gozo. Reduces the government contribution at Step 2 to EUR 28,000, partially offsetting the higher acquisition cost.
Hold: 5 years minimum
The Process

How Burbridge Capital
manages your application

1
Compliance Onboarding & Initial Filing
Burbridge Capital conducts a private preliminary background audit. Our legal desk orchestrates the collection of forensic source-of-wealth documentation. Upon file completion, we formally submit the application along with the initial EUR 15,000 administrative deposit.
2
Rigid Multi-Tier Vetting
The application undergoes exhaustive international due diligence screening by state compliance officers and intelligence networks to verify background integrity.
3
Issuance of Approval-in-Principle
Upon clearing vetting, the Residency Malta Agency issues an official written Letter of Approval-in-Principle — confirming the successful completion of the legal immigration evaluation.
4
Entry Permit & Investment Fulfillment
The investor is granted a strict 8-month statutory window. You are issued an initial entry permit, then transfer the remaining admin balance, government contribution, NGO donation, and execute your lease or property purchase.
5
Biometric Enrollment in Malta
Backed by your pre-granted entry permit, you and your family travel briefly to Malta. Our local concierge desk accompanies you to the Agency headquarters to record physical biometric data.
6
Lifetime Certification & Card Handover
The Agency formally reconciles your investment files and generates your permanent Residence Certificate. Your physical 5-year biometric residence cards are printed and delivered securely via Burbridge Capital.
FAQ

Frequently Asked Questions

Is the initial EUR 15,000 submission fee refundable if rejected?+
No. The initial EUR 15,000 is a non-refundable administrative charge to initiate multi-tiered background checks. However, your principal capital — the remaining fees, the NGO donation, and the property outlays — is completely safe, as it is legally required to be paid only after you hold a successful Letter of Approval-in-Principle.
Do children who obtain permanent residency lose their status when they grow up?+
No. Dependent children who are successfully naturalized hold permanent residence for life. They do not lose their status when they reach adulthood, finish university, get a job, or eventually marry. They can later extend this permanent residency status to their own future spouses and newborn children.
Are there any nationalities legally banned from the MPRP?+
Yes. Malta currently enforces a strict ban on processing applications from citizens of the Russian Federation, Belarus, North Korea, Iran, and Sudan.
